1. PIT - Le'Veon Bell may face suspension

Pittsburgh Steelers RB Le'Veon Bell is facing a four-game suspension for a violation of the NFL's drug policy because of a missed test, according to sources. The appeals process is underway, and no announcement has been made. No date for Bell's appeal has been set, but it's expected to be heard before the start of the regular season. If it's not overturned, he would miss the first four games of the season.

Pittsburgh radio personality Mark Madden reported this rumor over a month ago, and it appears he has been vindicated. Bell will appeal, but we should rank him and the rest of the Steelers offense as if he'll miss the first four games. On the plus side, this will give Bell more time to get comfortable on his hopefully healed knee injury. He's still worth a third round pick at worst, and he may go in the second. DeAngelo Williams moves up to at least the 7th/8th round, if not 6th, on the strength of four elite projection RB games and the injury upside if Bell goes down again. Williams could also play a large enough role when Bell returns to still merit flex consideration.

2. DAL - RB Ezekiel Elliott denies claims

Dallas Cowboys RB Ezekiel Elliott was accused of assaulting his ex-girlfriend Friday, July 22, but was not arrested, according to a police report filed in Ohio. The league will review the accusation under its personal conduct policy, but Elliott denied the accusations. According to the article, "The police report cites four witnesses, who each said they didn’t see an assault take place."

Some reports are coming out that help Elliott, such as the police report having four witnesses who deny the alleged victim's claim. but the league will conduct their own investigation. It's very difficult to predict how the league will react to this news. Don't move Elliott down yet, but be open to changing that stance if more facts come out that paint him in a bad light in this incident. If Elliott does end up missing time at the beginning of the season, Alfred Morris would be better situated to benefit with Darren McFadden recovering from a broken elbow and a notorious slow healer.

3. MIN - RB Jerick McKinnon could see bigger role

Minnesota Vikings RB Jerick McKinnon could be more involved in the passing game if he was able to improve his pass protection over the offseason. He is not expected to receive more than 75 to 100 carries this season.

If the Vikings run more out of the shotgun, he could be much better than Adrian Peterson in that role, and he has already shown his explosiveness as a receiver and runner late last year. McKinnon is an excellent back half of your draft pick, with potential flex worthy upside depending on his role, and RB1 upside if Peterson goes down.

4. CLE - WR Josh Gordon decision not imminent

Updating previous reports, Cleveland Browns WR Josh Gordon has no timetable for a decision on his potential reinstatement, but one source said it isn't expected for at least six weeks.

Gordon's previous WR1 upside and young age of 25 makes him an enticing second half of the draft pick on the non-zero chance he plays this year. Still, there's no guarantee that he'll be in shape, play effectively, or even figure into the Browns plans. If the Browns learn he is reinstated right before the season, it is hard to imagine him playing a big role right away since he has been away from the team.

5. GB - WR Jordy Nelson ahead of schedule

Green Bay Packers WR Jordy Nelson (knee) appears to be ahead of the curve in his rehabilitation, and Nelson said he would have been able to play in the Super Bowl last year had the Packers qualified.

There's no reason to hesitate if you are targeting Nelson in the second. He has consistently been a strong WR1 as long as Aaron Rodgers is on the field. The whole Packers offense should be revived with his return.

6. SD - WR Travis Benjamin to be returner

San Diego Chargers WR Travis Benjamin will be the team's punt returner in 2016. Benjamin may not be used as a returner as often if he receives significant snaps at wide receiver.

Benjamin can break returns for touchdowns, so it adds a very slight bump in leagues that count return touchdowns and a more significant bump in leagues that count return yards. Benjamin still has a strong upside flex play and bye/injury wide receiver as the deep target replacement for Malcom Floyd.

7. JAX - WR Allen Hurns to move around

Jacksonville Jaguars WR Allen Hurns will receive playing time as a slot receiver in addition to lining up as an outside receiver, according to wide receivers coach Jerry Sullivan.

Hurns will compete with Julius Thomas to be the #2 target behind Allen Robinson, with Marqise Lee and Rashad Greene also getting targets as the #3 and #4 receivers. Hurns will have trouble being a fantasy WR2 this year unless he has a high touchdown rate again and the Jaguars have to run a more wide open offense again because they are a losing team.

8. OAK - RB DeAndre Washington may have role early

Oakland Raiders RB DeAndre Washington likely receive a solid role in the offense because the coaching staff thinks he can contribute right away. He could be used as a third-down back that can run inside and be a receiver out of the backfield. Washington can be a compliment to RB Latavius Murray since they have different skills.

The Raiders seem far from sold on Murray, so Washington getting on the field at all will be something to watch. It's not difficult to picture Washington looking much better than Murray in initial burst and lateral agility, so he can stake a claim for more touches with success as a third-down back. Washington is a great running back target in the second half of your draft.

9. ARI - QB Carson Palmer to improve in 2016?

Arizona Cardinals WR Larry Fitzgerald expects 'better things' from QB Carson Palmer this season because of Palmer's understanding of head coach Bruce Arians' offensive system.

Palmer is almost always available outside of the top 6 quarterbacks. If all three of his top receivers can stay healthy this year, that and the added punch of David Johnson playing a larger role will make Palmer a profitable pick as a mid-late QB1.

10. SD - RB Melvin Gordon seeks help for fumbling

San Diego Chargers RB Melvin Gordon worked with Minnesota Vikings RB Adrian Peterson this offseason to help fix his fumbling issues.

Getting help is good, but having a fumbling problem that requires help is not. Gordon didn't come close to living up to the hype in his rookie year and he's coming off of microfracture surgery. His best hope for fantasy relevance is an improved offensive line and the Chargers turning into a winning team that can manufacture run-friendly game scripts. Chances are Danny Woodhead will be the most valuable Chargers fantasy running back again this year.

11. MIN - WR Charles Johnson on track to make team?

Minnesota Vikings WR Charles Johnson is likely competing with WR Moritz Boehringer for a spot on the roster, according to beat writer Matt Vensel, who also mentioned that Johnson had a strong spring while working mainly with the first-team offense.

Johnson created a ton of buzz last offseason, but was banged up and never followed through in the regular season. Boehringer has a ton of size/speed upside, but he has only played as high as semi-pro ball in Germany and is more likely a practice squad candidate.

12. CAR - Several Carolina WRs fighting for jobs

Carolina Panthers WRs Corey Brown, Stephen Hill, Brenton Bersin, Kevin Norwood and Damiere Byrd will compete for two roster spots during training camp.

Brown has some experience, but he plays a similar role to fellow Ohio State speedster Ted Ginn. Hill has the highest ceiling, but he is coming back from a torn ACL. Byrd has gotten some buzz and the team added Norwood during the season last year, so this is really a wide open competition.

13. SF - ILB Michael Wilhoite has chance to start

San Francisco 49ers LB Michael Wilhoite probably will enter training camp as the leading candidate for one of the inside linebacker jobs but will have to compete with LBs Gerald Hodges and Ray Ray Armstrong for the job. All three players could receive playing time during the season depending on the opponent.

The 49ers have competition for starting spots all over their roster, which isn't a great sign on a roster bereft of proven talent. The defense has plummeted since being comparable to the Seahawks a few short years ago.

14. SF - Josh Garnett to work at both OG spots

San Francisco 49ers OG Josh Garnett is expected to receive snaps at left guard and right guard during training camp and will push for one of the starting guard jobs.

Garnett is a mauling physical run blocker, but he has some work to do in the passing game. He should help Carlos Hyde, at least for as long as the 49ers hang in games in any given week.

15. OAK - RB Taiwan Jones likely to keep returner job

Oakland Raiders RB Taiwan Jones likely will be the main kick returner in 2016 as long as he can stay healthy, according to special teams coordinator Brad Seely.

With the addition of DeAndre Washington, Jones will have to contribute on special teams and probably beat out Roy Helu to make the roster because the team also has Marcel Reece and Jamize Olawale as RB/FB tweeners.

16. CAR - WR Ted Ginn could return kicks

Carolina Panthers WR Ted Ginn Jr. could be a candidate for the kick returner job during training camp and the preseason.

Ginn should also remain the #3 receiver. If Devin Funchess or Kelvin Benjamin go down, he could have fantasy relevance again.

17. SF - Tank Carradine may be pass-rush specialist

San Francisco 49ers DE Tank Carradine likely will be used as a pass-rush specialist this season when the team is in their nickel package. There is a chance that he could be in the starting lineup because of LB Aaron Lynch's suspension.

Lynch is one of the best players on the 49ers defense and clearly their best pass rusher. If Carradine doesn't take a big step forward this year, the lowly 49ers will have even more trouble putting resistance to opposing passing games with an inexperienced secondary and feeble pass rush.

18. IND - DE Arthur Jones suspended

Indianapolis Colts DE Arthur Jones has been suspended for the first four games of the 2016 season for violating the NFL's policy on performance enhancing drugs.

Jones has been a free agent bust, playing only nine games in two years after signing a five year, 33 million dollar contract. 2015 third round pick Henry Anderson is recovering from a torn ACL and might not be ready for Week 1, so the Detroit Lions should have an excellent rushing matchup to open the season.

19. OAK - Oakland will have RT competition

Oakland Raiders OTs Austin Howard and Menelik Watson will compete for the starting right tackle job during training camp. Neither player appears to have an advantage in the competition entering camp.

Watson went down last summer with an achilles rupture and Howard, slated to start at guard, was a solid right tackle before he got hurt. This battle highlights the high quality of the Raiders line, with the best interior starters in the league and one of these two players giving them excellent depth at tackle, if not tackle and guard in Howard's case.

20. SF - Anthony Davis' status uncertain

Retired OT Anthony Davis' representatives will not say if Davis will file for reinstatement and play for the San Francisco 49ers in 2016.

Davis seems to want to play again, but his enthusiasm about joining the 49ers is lukewarm. He has criticized the team publicly. If he does apply for reinstatement, it's hard to imagine him being a starter for the 49ers, but it is also hard to imagine the front office he called out working hard to find him a new home unless there's a team out there that suffers a key offensive line injury and finds themselves desperate. Chances are we won't see Davis in 2016.

21. SEA - DE Michael Bennett unhappy with contract

Seattle Seahawks DE Michael Bennett is unhappy with his contract, saying he wants 'to be fairly compensated with the top guys in the league,' and believing that he's 'definitely one of the top five defensive ends.' He added: 'I'm just to the point where it's kind of like, if you don't think I'm valuable, then just get rid of me.' Bennett is set to make $5.5 million this year and $7 million next year.

The Seahawks are unlikely to give him more money with two years left on his deal, but next year they could compensate him for extra production under his current deal, like they did when they extended Marshawn Lynch.

22. SF - QB Blaine Gabbert praised by Jerry Rice

Former San Francisco 49ers WR Jerry Rice praised QB Blaine Gabbert, who will be competing for the starting quarterback job with QB Colin Kaepernick in training camp. 'I had an opportunity to meet him, and you can just tell the confidence. He feels he has a legitimate chance of being the starter. Then you got Colin Kaepernick, and I don't know if they're gonna be able to, you know, that offense of Chip Kelly because he likes to get over the ball, he likes constant movement and all of that,' Rice said.

Nick Foles wasn't thought of much more highly than Gabbert is right now before he was a stud QB1 during his first season under Chip Kelly. Gabbert doesn't have Foles' supporting cast, but he does have a terrible team that will put him in catchup game scripts all year. We wouldn't draft Gabbert, but he could be a nice cheap DFS play for some matchups and part of a streaming quarterback approach, assuming he holds off Kaepernick.

23. GB - Green Bay players asked about PEDs

Green Bay Packers LB Julius Peppers and LB Clay Matthews will be interviewed by the NFL regarding PED allegations from an Al-Jazeera America report, team president Mark Murphy confirmed Thursday, July 21.

The statements the reports were based on have since been recanted, but the NFL is going forward with their investigation. The NFLPA has criticized the investigation, which is highly unlikely to yield any punishment for the players involved, which include now retired QB Peyton Manning.
