The 2012 Rookie Scouting Portfolio is now available for download is the most comprehensive publication of NFL prospect analysis at the skill positions. Matt has become known in the draftnik and fantasy football communities for his eye for talent, his attention to detail, and the transparency of his evaluation process. The 2012 RSP is a 175-page rookie analysis that includes rankings, skill breakdowns, and historical analysis of rookie QBs, RBs, WRs, and TEs with both a fantasy and draft-related slant. The back of the book is another 800 pages of game report cards and play-by-play documentation that show exactly what Matt sees and how he's evaluating these players.

The regular season is still a ways down the road but with the "offseason" so full of activity now, there really isn't any down time. We've got the news and notes you need from the past week. IND - Have informed Andrew Luck he's No. 1 pick

The Indianapolis Colts have told Stanford QB Andrew Luck they will take him with the No. 1 overall pick in the NFL Draft, according to a league source. The Colts have known for weeks that Luck would be their pick. His style most closely resembles that of Denver Broncos QB Peyton Manning and he is the player Indianapolis wants to rebuild around, the source said.

What took so long? Luck is only the best QB prospect to declare for the draft since John Elway in 1983. He's the perfect QB prospect and has the ability to develop into a superstar quickly. Luck is tough, athletic, athletic, and throws with more touch than any other QB in this class. While he doesn't have a "plus" arm he can make all the throws asked of him. He played from under center in college running a pro style offense at Stanford and that will help ease his transition into the NFL.

WAS - Will take Robert Griffin in draft

The Washington Redskins will select Baylor QB Robert Griffin III with the No. 2 overall pick in the NFL Draft, according to league sources, after the Indianapolis Colts reportedly informed Stanford QB Andrew Luck he will be their pick at No. 1.

No surprise here. The Redskins paid a king's ransom to move up from 6th overall to the 2nd overall pick. They positioned themselves to get a franchise QB like RG3. Griffin is athletic, has a cannon for an arm, and the best deep ball accuracy in this draft class. Mike Shanahan is a great fit for a guy like Griffin, and he could have a fantasy impact from day one.

STL - RB Steven Jackson won't mind Trent Richardson

St. Louis Rams RB Steven Jackson said he would have no issue if the team selects Alabama RB Trent Richardson in the NFL Draft. 'The Rams are going to do what's best for the Rams,' Jackson said. 'I understand that. It's a business.'

Jackson is a true professional, so his response doesn't surprise us. When he was drafted by the Rams they still had Hall of Famer Marshall Faulk on the roster. Faulk took Jackson under his wing and showed him how to be a good pro. Jackson could do the same for Richardson. However, there is speculation that the Rams would put Jackson on the trade block if they acquired Richardson in the first-round of the 2012 NFL Draft.

NFL - QB Donovan McNabb considers himself a Hall of Famer

Free-agent QB Donovan McNabb (Vikings) said he'd 'absolutely' vote for himself to be in the Hall of Fame despite not winning a Super Bowl. 'What happens a lot of times is we look at what the list says, so we talk about the five NFC Championship Games, the six Pro Bowls and then we come to the end, 'Well, he never won the big game," McNabb said. 'Well, Peyton never won the big game until he won the Super Bowl. Dan Marino never won the big game. Does that mean his career is a failure? No, not at all.'

JAX - RB Jones-Drew skipping voluntary minicamp

All-Pro running back Maurice Jones-Drew skipped the opening day of the team's voluntary orientation for veterans in what appears to be a contract dispute.

Mularkey said he had an idea Jones-Drew would not attend the minicamp because he skipped the last two weeks of offseason conditioning, but added that he was unaware whether Jones-Drew's absence was contract related.

This should be filed under the "don't worry about it now" category in our opinion. Mularkey doesn't seem overly concerned. Jones-Drew married his long time girlfriend April 1. "Maybe he's on a really, really good honeymoon," Mularkey said.

For now, we're not worried at all about these guys not being there.

DEN - Broncos sign WR Brandon Stokley

Brandon Stokley signed a one-year deal with the Broncos Monday. In June, he'll turn 36, the same age as Manning, whom he played with in Indianapolis from 2003-06.

Stokely adds some familiarity for Manning but it's hard to get too excited about a 36 year old WR.

OAK - RB McFadden a full-go in workout

Raiders coach Dennis Allen said Tuesday that McFadden was able to go through all drills during the team's first day of workouts.

"He's one of our most explosive players on offense," Allen said. "He's a dangerous weapon. We're looking forward to finding different ways of using him and kind of exploiting his talents."

More good news for McFadden. Don't underestimate the seriousness of a Lisfranc injury. But from all that we're seeing, it's looking good so far. Stay tuned.

MIN - WR Harvin schedules shoulder surgery for April 24

Percy Harvin's shoulder surgery has been rescheduled for Tuesday, two weeks after the Minnesota Vikings' leading receiver canceled his appointment because of what he called a family emergency.

Coach Leslie Frazier has said the surgery is minor. It appears it's just cleaning up some bone spurs. The Vikings pick up organized practices on May 29 and Harvin is expected to be ready.

NE - Willing to listen to offers for backup QBs

New England Patriots director of player personnel Nick Caserio indicated the team would be willing to listen to offers from other team for QBs Brian Hoyer and Ryan Mallett.

Hoyer is set to become a free agent next year and the Patriots would like to get something for him before that time. They could possibly be looking for a deal similar to what they received for Matt Cassel. We feel a second-round pick would be adequate compensation for Hoyer.

BAL - QB Curtis Painter signed

The Baltimore Ravens have signed free-agent Curtis Painter (Colts). Terms of the contract were not disclosed.

Painter tried out for the team with Dennis Dixon and Kyle Boller also vying for the job. Tyrod Taylor is the primary backup behind Joe Flacco, and Painter will compete for that spot on the depth chart. He has a previous working relationship with QBs coach Jim Caldwell from their time together with the Colts.

CLE - Know player they want at No. 4

Cleveland Browns general manager Tom Heckert said the team is unanimous on the player they'll select with the No. 4 overall pick in the NFL Draft. Heckert wouldn't reveal the player's identity, but based on the team's current needs, it's safe to assume the Browns are considering Alabama RB Trent Richardson and Oklahoma State WR Justin Blackmon. Heckert said the Browns need 'guys who can score points.' He described both players as 'class guys.'

The closer we get to the draft the more it seems like the Browns are going to select RB Trent Richardson (Alabama). They need a starting RB since losing Peyton Hillis in free agency to the Chiefs.

NFL - Robert Griffin has selfish streak?

Baylor QB Robert Griffin III is said to have a selfish streak, according to an unnamed scout. His athleticism may be overrated as well, according to the scout. 'As much as is written about his athleticism, his athleticism under duress in the pocket isn't even close to Cam Newton's,' the scout said. 'This guy, the only way he gets big plays with his feet is if he's got a wide-open field and the sea opens for him. He's got a little bit of a selfish streak, too. Everybody was laying on Cam, but for some reason this guy has become gloves off. He doesn't treat anybody good.' Another scout also questioned the way Griffin deals with people.

Rule number 1: Always be leery of the "unnamed" scout. Rule number 2: Triple that leeriness the week prior to the draft. We love what we see from Griffin and think he'll be a nice addition for the Redskins if all goes to plan.

IND - Hammering deal with Andrew Luck before draft will be difficult

Although the Indianapolis Colts have reportedly informed Stanford QB Andrew Luck they will take him in the NFL Draft, it will be very difficult for the team and Luck to secure a contract agreement prior to the draft. The rookie pool numbers won't be known until after the draft, so allocating the exact contract figures and negotiating a contract would be 'quite difficult,' according to a source who would be involved in the process.

We've known for quite some time that Luck was worthy of the first overall pick. With the rookie salary scale it won't be difficult to determine his contract once the rookie pool numbers are known.

PIT - Offers for WR Mike Wallace unlikely

With Pittsburgh Steelers restricted free-agent WR Mike Wallace facing a Friday, April 20, deadline to sign an offer sheet with another team, it now is expected that he will return to the Steelers for the 2012 season, according to league sources. No team has made a significant run yet at Wallace, and it is not expected that one will.

The Steelers gamble has paid off so far. Wallace wants a new contract and it appears he's seeking top 5 WR money. We'll see if the two sides can come to an agreement on a new contract as Wallace has yet to sign his one-year tender.
